Andrew's unwavering commitment to making a positive impact and giving back is exemplified through his decade-long dedication to Birds Of Passage, a Not-For-Profit volunteer-based charity he founded in June 2011, aimed at addressing homelessness.

Key Projects

​Metro Trains Sydney – Sydney Metro North West, City and South West (~$7.3bn)
 

MTS (joint venture of MTR Corporation, John Holland and UGL Rail) is the private operator and maintainer of Australia’s first fully automated driverless rail network. Andrew advised MTS on the Public-Private Partnership for the operation and maintenance contract primarily in areas of procurement, significant contracts (including Alstom) insurance, modifications, cyber security, establishing framework agreements and interface agreements.  

 
Barrick Gold – Porgera Joint Venture Gold Mine, Papua New Guinea (~$3bn)

Andrew advised Barrick on open pit and underground mining operations, primarily drafting, negotiating, and reviewing high-value contracts for the procurement of equipment, materials, and services essential to mining operations. Ensured compliance with regulatory frameworks, mitigated risks in supply chain agreements, and facilitated smooth procurement processes to support the company's operational goals.

 

Suez – Prospect Pre-Treatment Water Filtration Plant
(~$500mn)

Sydney Water has proposed a new upstream facility pre-treatment plant to increase capacity of the existing Prospect Treatment Plant. Andrew advised Suez on its joint venture bid with Acciona via the NEC4 Target Contract.

 

Transgrid - Project EnergyConnect
(~$2.3bn)

Andrew advised Transgrid on the 900km high voltage transmission line connection between the power grids of South Australia, Victoria and New South Wales being delivered via JV between Clough and Elecnor. Focus areas included FIDIC Silver Book, joint ventures arrangements, insolvency and voluntary administration (Clough), executive and board briefings, operations and project delivery, dispute resolution, commercial strategy upstream/downstream and complex infrastructure procurement.

 

Transgrid - Snowy 2.0 Transmission Connection Project
~$100mn)

Andrew advised Trangrid in a $350mn overhead transmission connection and substation for Snowy Hydro Limited being delivered by UGL with the primary purpose of connecting the Snowy 2.0 Hydro Project ($5.9bn) to the National Electricity Market.

 

City of Greater Geelong - 2026 Commonwealth Games
(~$400mn)

Andrew represented Geelong on matters associated with the 2026 Commonwealth Games and the ongoing investigation by the Victorian Auditor-General following the July 2023 announcement that Victoria announced had cancelled its plans to host the games.

 

Downer - Warringah Freeway Upgrade
(~$1.2bn)

Andrew advised Downer on the Incentivised Target Cost Contract JV with CPB for the 4km upgrade providing a link between the future Beaches Link and Western Harbour Tunnel. Other projects and tenders include Waurn Ponds Duplication Project Alliance (~$500mn) and Cabramatta Loop Project Incentivised Target Cost Contract (~$90mn). Focus areas included alliances, joint ventures, incentivised target cost models, governance, tendering, operations and project delivery, dispute resolution, executive briefings, complex infrastructure procurement and RFT’s, Covid-19 compliance and subcontract management.

 

Serco - Clarence Correctional Centre
(~$800m)

Andrew advised Serco on the largest correctional facility in Australia (1,700 inmates) being delivered by the NSW Government via PPP consortium consisting of John Holland (D&C builder), Serco (operator) and John Laing (consortium lead).
